切實強化學校體育工作

[摘要]黨的十八屆三中全會《中共中央關于全面深化改革若干重大問題的決定》對學校體育工作做出重要部署,明確提出“強化體育課和課外鍛煉,促進青少年身心健康、體魄強健”,這是繼《中共中央國務院關于加強青少年體育增強青少年體質的意見》(中發[2007]7號)頒布以來,黨中央對學校體育工作提出的重要而明確的要求,必將對我國學校體育產生重大而深遠的影響。

黨的十八屆(jie)三中(zhong)(zhong)(zhong)(zhong)全會《中(zhong)(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)(zhong)央關(guan)(guan)于全面(mian)深(shen)化(hua)改革若干重(zhong)(zhong)大問題(ti)的決定(ding)》對(dui)(dui)學(xue)校(xiao)(xiao)體(ti)(ti)育工作(zuo)做出重(zhong)(zhong)要部(bu)署,明(ming)確(que)提(ti)(ti)出“強(qiang)化(hua)體(ti)(ti)育課和(he)課外(wai)鍛煉,促進(jin)青少年身(shen)心健康、體(ti)(ti)魄強(qiang)健”,這是繼《中(zhong)(zhong)(zhong)(zhong)共(gong)中(zhong)(zhong)(zhong)(zhong)央國務(wu)院關(guan)(guan)于加強(qiang)青少年體(ti)(ti)育增強(qiang)青少年體(ti)(ti)質的意(yi)見》(中(zhong)(zhong)(zhong)(zhong)發(fa)[2007]7號)頒布以來(lai),黨中(zhong)(zhong)(zhong)(zhong)央對(dui)(dui)學(xue)校(xiao)(xiao)體(ti)(ti)育工作(zuo)提(ti)(ti)出的重(zhong)(zhong)要而明(ming)確(que)的要求(qiu),必將對(dui)(dui)我國學(xue)校(xiao)(xiao)體(ti)(ti)育產(chan)生重(zhong)(zhong)大而深(shen)遠的影響。

  《決定》抓住學校體育的關鍵,明確了學校體育的重點是體育課和課外鍛煉,目的就是促進青少年身心健康、體魄強健。當前和今后一個時期,各級各類學校要緊緊圍繞《決定》提出的要求做好學校體育工作。強化體育課,就要切實保證大中小學的體育課時,實施《義務教育體育與健康課程標準》和高校體育教學指導綱要,豐富教學內容,改進教學方法,提高教學質量,提高體育課的實效性。強化課外鍛煉,就要積極開展大課間體育活動,開展豐富多彩課外體育鍛煉,開展“億萬學生陽光體育運動”,切實落實每天一小時校園體育活動時間,有序開展學生課余體育競賽活動。強化體育課和課外鍛煉必須以“促進青少年身心健康、體魄強健”為目標,一切工作都以實現這個目標展開。否則,學校體育就不會得到真正強化,還會走偏方向。

  目前,學(xue)(xue)校體育(yu)是素質教育(yu)的(de)(de)薄弱環節(jie),學(xue)(xue)生體質和運動(dong)能力是全面(mian)發(fa)展的(de)(de)關鍵短(duan)板,主要(yao)制約因素是學(xue)(xue)生課(ke)外鍛(duan)(duan)煉的(de)(de)內在(zai)動(dong)力不足,學(xue)(xue)校體育(yu)的(de)(de)外在(zai)激勵不強(qiang),學(xue)(xue)生體育(yu)科學(xue)(xue)知識欠缺,學(xue)(xue)校體育(yu)辦學(xue)(xue)條件落后(hou)。體育(yu)課(ke)和課(ke)外鍛(duan)(duan)煉的(de)(de)狀況(kuang)距(ju)(ju)離黨(dang)中央“強(qiang)化”的(de)(de)要(yao)求還有(you)一定的(de)(de)差(cha)距(ju)(ju),差(cha)距(ju)(ju)既有(you)工作上的(de)(de)差(cha)距(ju)(ju),也有(you)條件保證上的(de)(de)差(cha)距(ju)(ju)。

  為落實(shi)黨的(de)十八大和(he)十八屆三中全會(hui)精神,貫徹(che)黨的(de)教育(yu)方針,全面(mian)實(shi)施(shi)素質(zhi)教育(yu),實(shi)現(xian)(xian)到(dao)2020年(nian)基本實(shi)現(xian)(xian)教育(yu)現(xian)(xian)代化(hua)的(de)戰(zhan)略目標,努力(li)實(shi)現(xian)(xian)學校(xiao)體(ti)(ti)育(yu)提高(gao)學生(sheng)體(ti)(ti)質(zhi)健康(kang)水(shui)平、提高(gao)學生(sheng)運動技能、培養(yang)健全人格(ge)的(de)“三位一體(ti)(ti)”目標,要(yao)狠(hen)抓中央7號文(wen)件(jian)和(he)國辦發53號文(wen)件(jian)的(de)全面(mian)落實(shi),以(yi)實(shi)施(shi)“中國青少年(nian)健康(kang)促進計劃(hua)”為抓手,引導(dao)各地普遍制定和(he)實(shi)施(shi)學校(xiao)體(ti)(ti)育(yu)行動計劃(hua),強化(hua)體(ti)(ti)育(yu)課和(he)課外鍛煉,促進青少年(nian)身心健康(kang)、體(ti)(ti)魄(po)強健。重點抓好以(yi)下幾(ji)個方面(mian):

  一、加強目標管理,強化學校體育工作和學生體質健康的地位。把(ba)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)納入(ru)地(di)方政府教育(yu)(yu)規劃之中(zhong)(zhong)(zhong)(zhong)(zhong),將(jiang)《國(guo)家學(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)(ti)(ti)質(zhi)(zhi)(zhi)健(jian)康(kang)(kang)標準(zhun)》納入(ru)政府考(kao)(kao)(kao)(kao)核評價(jia)體(ti)(ti)(ti)(ti)(ti)(ti)系(xi)(xi)、教育(yu)(yu)現代(dai)化(hua)評估指(zhi)標體(ti)(ti)(ti)(ti)(ti)(ti)系(xi)(xi),納入(ru)各項教育(yu)(yu)評價(jia)。將(jiang)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)經費(fei)納入(ru)教育(yu)(yu)公(gong)用(yong)經費(fei),并逐(zhu)步加大(da)投入(ru)比例,在農村義務教育(yu)(yu)薄(bo)弱學(xue)(xue)(xue)校(xiao)(xiao)(xiao)改造、中(zhong)(zhong)(zhong)(zhong)(zhong)西部農村初(chu)中(zhong)(zhong)(zhong)(zhong)(zhong)校(xiao)(xiao)(xiao)舍(she)改造工(gong)(gong)程、集中(zhong)(zhong)(zhong)(zhong)(zhong)連片地(di)區教育(yu)(yu)扶貧(pin)工(gong)(gong)程和(he)義務教育(yu)(yu)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)標準(zhun)化(hua)建設等項目中(zhong)(zhong)(zhong)(zhong)(zhong)加大(da)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)場館建設力度(du)(du)。全(quan)面組(zu)織實施初(chu)中(zhong)(zhong)(zhong)(zhong)(zhong)畢(bi)業(ye)(ye)(ye)升學(xue)(xue)(xue)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)考(kao)(kao)(kao)(kao)試(shi),在初(chu)高(gao)中(zhong)(zhong)(zhong)(zhong)(zhong)學(xue)(xue)(xue)業(ye)(ye)(ye)水平考(kao)(kao)(kao)(kao)試(shi)和(he)綜合(he)素(su)質(zhi)(zhi)(zhi)評價(jia)中(zhong)(zhong)(zhong)(zhong)(zhong),將(jiang)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)課(ke)(ke)和(he)學(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)(ti)(ti)質(zhi)(zhi)(zhi)健(jian)康(kang)(kang)作(zuo)為(wei)重要指(zhi)標,將(jiang)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)課(ke)(ke)納入(ru)高(gao)中(zhong)(zhong)(zhong)(zhong)(zhong)階段學(xue)(xue)(xue)校(xiao)(xiao)(xiao)學(xue)(xue)(xue)業(ye)(ye)(ye)水平考(kao)(kao)(kao)(kao)試(shi),推(tui)進高(gao)考(kao)(kao)(kao)(kao)綜合(he)素(su)質(zhi)(zhi)(zhi)評價(jia)體(ti)(ti)(ti)(ti)(ti)(ti)系(xi)(xi)建設。鼓勵教育(yu)(yu)部自(zi)主招生(sheng)的(de)直屬高(gao)校(xiao)(xiao)(xiao)在招生(sheng)中(zhong)(zhong)(zhong)(zhong)(zhong)增加體(ti)(ti)(ti)(ti)(ti)(ti)測,將(jiang)學(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)(ti)(ti)質(zhi)(zhi)(zhi)健(jian)康(kang)(kang)水平作(zuo)為(wei)自(zi)主招生(sheng)的(de)參考(kao)(kao)(kao)(kao)依(yi)據。完善學(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)(ti)(ti)質(zhi)(zhi)(zhi)健(jian)康(kang)(kang)監(jian)測制度(du)(du),研(yan)究(jiu)制訂《中(zhong)(zhong)(zhong)(zhong)(zhong)小學(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)工(gong)(gong)作(zuo)評估標準(zhun)》和(he)《高(gao)等學(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)工(gong)(gong)作(zuo)基(ji)本標準(zhun)》及配套(tao)實施辦法,每(mei)年(nian)組(zu)織編制和(he)發布《全(quan)國(guo)學(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)工(gong)(gong)作(zuo)年(nian)度(du)(du)報告》。啟動學(xue)(xue)(xue)生(sheng)運動技能評價(jia)標準(zhun)研(yan)究(jiu),與學(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)(ti)(ti)質(zhi)(zhi)(zhi)健(jian)康(kang)(kang)測試(shi)同(tong)步進行建設青少年(nian)校(xiao)(xiao)(xiao)園陽光體(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)和(he)體(ti)(ti)(ti)(ti)(ti)(ti)質(zhi)(zhi)(zhi)健(jian)康(kang)(kang)監(jian)管平臺。

  二、加強過程管理,強化體育課和課外鍛煉。一(yi)是(shi)(shi)實(shi)施(shi)“學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)改革項(xiang)(xiang)(xiang)目(mu)(mu)”。制訂(ding)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)課(ke)(ke)“基礎鍛煉與(yu)運(yun)(yun)(yun)動(dong)項(xiang)(xiang)(xiang)目(mu)(mu)”實(shi)施(shi)辦(ban)法,組(zu)建(jian)(jian)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)改革和(he)(he)運(yun)(yun)(yun)動(dong)項(xiang)(xiang)(xiang)目(mu)(mu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)聯盟(meng),大(da)力(li)(li)推廣(guang)田(tian)徑(jing)、足球、籃球、排球、游泳、武術、體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)操等(deng)運(yun)(yun)(yun)動(dong)項(xiang)(xiang)(xiang)目(mu)(mu),提高(gao)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)質量和(he)(he)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)運(yun)(yun)(yun)動(dong)技(ji)(ji)能。與(yu)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)總局共同打造青少(shao)(shao)年校(xiao)(xiao)園足球升(sheng)級版。制訂(ding)普通(tong)(tong)高(gao)校(xiao)(xiao)公共體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)課(ke)(ke)國家標準。加(jia)(jia)強(qiang)(qiang)普通(tong)(tong)高(gao)校(xiao)(xiao)高(gao)水平(ping)運(yun)(yun)(yun)動(dong)隊建(jian)(jian)設(she),實(shi)行質量監測(ce)和(he)(he)動(dong)態調整(zheng)。加(jia)(jia)強(qiang)(qiang)普通(tong)(tong)高(gao)校(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)類(lei)專(zhuan)業建(jian)(jian)設(she)和(he)(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)改革。以省(sheng)(區、市)為單位,重點培養體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)科(ke)骨干教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)、體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)名師(shi)。加(jia)(jia)強(qiang)(qiang)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)信息化(hua)(hua)建(jian)(jian)設(she),征(zheng)集(ji)推介優秀體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)課(ke)(ke)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)資(zi)源(yuan)和(he)(he)案(an)例(li)。二是(shi)(shi)實(shi)施(shi)“學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)素(su)質拓展(zhan)項(xiang)(xiang)(xiang)目(mu)(mu)”。進一(yi)步完(wan)善基礎教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)育(yu)(yu)(yu)課(ke)(ke)程設(she)置(zhi)方案(an),在(zai)整(zheng)合少(shao)(shao)年宮、體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)場館、博物(wu)館等(deng)現(xian)有(you)社(she)會資(zi)源(yuan)和(he)(he)專(zhuan)業人員的基礎上,中小學(xue)(xue)(xue)(xue)(xue)(xue)(xue)每天(tian)下午文(wen)(wen)化(hua)(hua)課(ke)(ke)結束(shu)后,組(zu)織(zhi)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)開展(zhan)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)、科(ke)技(ji)(ji)和(he)(he)藝術等(deng)專(zhuan)項(xiang)(xiang)(xiang)活動(dong),積極營造校(xiao)(xiao)園體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)文(wen)(wen)化(hua)(hua)氛(fen)圍。三(san)是(shi)(shi)實(shi)施(shi)“學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)專(zhuan)業實(shi)踐能力(li)(li)提升(sheng)項(xiang)(xiang)(xiang)目(mu)(mu)”。制訂(ding)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)從業運(yun)(yun)(yun)動(dong)技(ji)(ji)能標準。實(shi)施(shi)兼職體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)專(zhuan)項(xiang)(xiang)(xiang)培訓制度,用3年時間提高(gao)20多(duo)萬名兼職教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)和(he)(he)運(yun)(yun)(yun)動(dong)技(ji)(ji)能,普遍(bian)提高(gao)專(zhuan)業體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)師(shi)的教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)基本功和(he)(he)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)授不同運(yun)(yun)(yun)動(dong)項(xiang)(xiang)(xiang)目(mu)(mu)的能力(li)(li)。四是(shi)(shi)實(shi)施(shi)“學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)科(ke)技(ji)(ji)支撐項(xiang)(xiang)(xiang)目(mu)(mu)”。設(she)立學(xue)(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)人文(wen)(wen)社(she)科(ke)基地,加(jia)(jia)強(qiang)(qiang)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)和(he)(he)民族體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)文(wen)(wen)化(hua)(hua)研究(jiu)。積極申(shen)請“科(ke)技(ji)(ji)支撐”計劃(hua),研制學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)質健(jian)康測(ce)試(shi)標準、學(xue)(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)育(yu)(yu)(yu)技(ji)(ji)能評價等(deng)級標準、青少(shao)(shao)年身心(xin)健(jian)康素(su)養標準和(he)(he)運(yun)(yun)(yun)動(dong)技(ji)(ji)能分(fen)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)段相互銜接的教(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)(jiao)學(xue)(xue)(xue)(xue)(xue)(xue)(xue)內容(rong)體(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)(ti)系。

  三、加強基礎能力建設,改善體育教學條件。一(yi)是(shi)建(jian)議中(zhong)(zhong)央設(she)(she)(she)立專項(xiang)資金(jin),重(zhong)點支持“中(zhong)(zhong)國青(qing)少年健康促進計(ji)劃”的(de)實(shi)(shi)(shi)施(shi)(shi)(shi)。二是(shi)在基層公共體(ti)(ti)育(yu)設(she)(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)(she)中(zhong)(zhong)統籌規(gui)(gui)劃學(xue)校體(ti)(ti)育(yu)設(she)(she)(she)施(shi)(shi)(shi),督促各地(di)(di)按照有關學(xue)校建(jian)設(she)(she)(she)標準和(he)技術(shu)規(gui)(gui)范要求,因(yin)地(di)(di)制(zhi)(zhi)宜地(di)(di)加大(da)(da)學(xue)校體(ti)(ti)育(yu)設(she)(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)(she)力(li)度。三是(shi)統籌全民(min)健身工(gong)(gong)程(cheng)場(chang)地(di)(di)設(she)(she)(she)施(shi)(shi)(shi)建(jian)設(she)(she)(she),新建(jian)全民(min)健身工(gong)(gong)程(cheng)設(she)(she)(she)施(shi)(shi)(shi)要盡可(ke)能(neng)建(jian)在學(xue)校周邊,優先保(bao)證學(xue)校體(ti)(ti)育(yu)和(he)學(xue)生(sheng)鍛煉(lian)使用。大(da)(da)力(li)推動(dong)公共體(ti)(ti)育(yu)場(chang)館和(he)運動(dong)設(she)(she)(she)施(shi)(shi)(shi)向青(qing)少年學(xue)生(sheng)免費或優惠開放(fang)。四(si)是(shi)實(shi)(shi)(shi)施(shi)(shi)(shi)“學(xue)校體(ti)(ti)育(yu)教(jiao)師補充(chong)項(xiang)目”。督促各地(di)(di)制(zhi)(zhi)定(ding)體(ti)(ti)育(yu)教(jiao)師配備(bei)的(de)規(gui)(gui)定(ding),制(zhi)(zhi)訂規(gui)(gui)劃,采取切實(shi)(shi)(shi)可(ke)行的(de)措施(shi)(shi)(shi),加大(da)(da)體(ti)(ti)育(yu)教(jiao)師補充(chong)力(li)度,力(li)爭到2020年全國中(zhong)(zhong)小學(xue)配齊體(ti)(ti)育(yu)教(jiao)師。積極鼓勵優秀(xiu)退役運動(dong)員從(cong)事(shi)學(xue)校體(ti)(ti)育(yu)工(gong)(gong)作。五是(shi)加強校園(yuan)體(ti)(ti)育(yu)活動(dong)安全管(guan)理,完(wan)善學(xue)生(sheng)意(yi)(yi)外傷(shang)害保(bao)險制(zhi)(zhi)度,實(shi)(shi)(shi)施(shi)(shi)(shi)由(you)政(zheng)府購買學(xue)生(sheng)意(yi)(yi)外傷(shang)害險的(de)辦法,探索學(xue)生(sheng)體(ti)(ti)育(yu)安全事(shi)故第三方(fang)調(diao)解處理管(guan)理辦法。

  四、形成各部門合力,營造良好工作環境。一(yi)是完善青(qing)少年(nian)體(ti)(ti)(ti)育(yu)(yu)部(bu)(bu)際聯席會議制度(du),加(jia)強部(bu)(bu)門(men)之間的(de)(de)協調,共(gong)同推進學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)和(he)(he)提高青(qing)少年(nian)體(ti)(ti)(ti)質健(jian)康(kang)水平。二(er)是建(jian)(jian)議把學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)作(zuo)(zuo)為全民健(jian)身的(de)(de)重點,在技術、人才、場地和(he)(he)體(ti)(ti)(ti)育(yu)(yu)組織(zhi)建(jian)(jian)設(she)等方面(mian)加(jia)大支持(chi)力度(du)。三是強化學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)督(du)導(dao),建(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)工作(zuo)(zuo)獎懲機制。嚴(yan)格執(zhi)行(xing)(xing)(xing)《教育(yu)(yu)督(du)導(dao)條(tiao)例(li)》,建(jian)(jian)立學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)質健(jian)康(kang)和(he)(he)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)工作(zuo)(zuo)“掛牌督(du)辦(ban)”制度(du)。對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)質健(jian)康(kang)水平連續(xu)3年(nian)下降的(de)(de)地區(qu)(qu)和(he)(he)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao),實行(xing)(xing)(xing)“一(yi)票否(fou)決”。對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)成績突(tu)出的(de)(de)地方、部(bu)(bu)門(men)、學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)和(he)(he)個人進行(xing)(xing)(xing)表(biao)彰(zhang)獎勵。四是建(jian)(jian)立宣傳體(ti)(ti)(ti)育(yu)(yu)工作(zuo)(zuo)經驗(yan)的(de)(de)長效(xiao)機制,配(pei)合各地實施學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)行(xing)(xing)(xing)動計劃,及時對(dui)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)體(ti)(ti)(ti)質健(jian)康(kang)水平有所提高的(de)(de)省、市、縣,以及大中小學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)進行(xing)(xing)(xing)全面(mian)宣傳報道,總結推廣經驗(yan);遴選設(she)立一(yi)批(pi)國家學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)改革試驗(yan)區(qu)(qu);結合學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)工作(zuo)(zuo)評估,評選建(jian)(jian)設(she)一(yi)批(pi)國家學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)工作(zuo)(zuo)示范校(xiao)(xiao)(xiao);建(jian)(jian)立國家學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)教學(xue)(xue)(xue)(xue)(xue)(xue)資(zi)源庫,開放共(gong)享優質體(ti)(ti)(ti)育(yu)(yu)教學(xue)(xue)(xue)(xue)(xue)(xue)資(zi)源。加(jia)強引導(dao)社會重視學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu),營造(zao)支持(chi)學(xue)(xue)(xue)(xue)(xue)(xue)校(xiao)(xiao)(xiao)體(ti)(ti)(ti)育(yu)(yu)和(he)(he)學(xue)(xue)(xue)(xue)(xue)(xue)生(sheng)鍛煉(lian)的(de)(de)良好氛圍。
